Actually, you can use omissible parameters when calling a program as well. For example:

     D TESTPGM         PR                  extpgm('TESTPGM')
     D   Parm1                        1A   options(*omit)
      /free
          TESTPGM(*OMIT);
          *inlr = *on;
      /end-free

Try it yourself. Here's the code for a trivial program that receives an omissible parameter:

     D TESTPGM         PR                  extpgm('TESTPGM')
     D   Parm1                        1A   options(*omit)
     D TESTPGM         PI
     D   Parm1                        1A   options(*omit)
      /free

            if %addr(Parm1) = *NULL;
               dsply ('Parm 1 was omitted');
            else;
               dsply ('Parm 1 = ' + Parm1);
            endif;

            *inlr = *on;

      /end-free
