It's been a while, but here goes . . .

Is there a primary file?

Does it use matching records?  If so, that means it will read primary/all
secondary files 'simultaneously' and they must be sorted in order.

If no matching records, it will read all records from the primary, then all
records from the first secondary file defined, then all records from the
next secondary file defined, etc, until the primary and all secondary files
reach EOF, then LR gets set on.

Quite frankly, I have only ever used a secondary file when there was a
primary and matching records.  I have never used a secondary file without
matching records.  And I haven't written a new one of those in at least 15
years.
