Ah ha....you weren't telling us everything...shame on you ;-)

SQL passes character literals as VARYING by default (In fact, the only way to 
not do it that to use the CAST function and explicitly tell SQL that it is a 
fixed length.

So you don't need to use the hex coding.  Just use:

CALL V64BPCSUSR/SVLBRNEW (246065, 10, '01138')
