MQOPEN Error

I tried to open the following queue and got an error. The error is
"Options not valid or not consistent"
Reason Code:2046

I'm putting my piece of code here. Can anyone tell me something which I
need to change?

OOpts is the options parameter (10-digit signed integer) and I try to
open to the queue to put something in it. So I use the OOOUT (i.e. 16).
I guess the other parameters are correct and hence I didn't put them
here for you.
