RNF3543: Keyword is not allowed within a data structure that is not
qualified.

You can't use LIKEDS here because the data structure isn't qualfified. It doesn't mean the "WASList" data structure -- it means the unnamed data structure that WASList is inside.

The following code compiles and works on my V5R2 box:

     D foo             ds                  qualified
     D ConstantList                        inz('default        server1   -
     D                                          WAS5Portal     WAS5Portal-
     D                                          IBMTEST        IBMTEST  ')
     D WASList                             dim(3) overlay(ConstantList)
     D                                     likeDs(ServerList)

     D ServerList      ds
     D  Instance                     15a
     D  Server                       15a
