You can use QCMD (CALL QCMD), and press F10.  Your entire job history
of commands shows up in the window, and you can place your cursor on
any line and press F9, or F4 to prompt the command in history.

To do it in RPG, you would have to find an API that retrieves job
history or history log entries.
