Actually, QCMDEXC accepts any size from 1 to 32702 chars.  I have no clue
why so many people prototype it with 3000!

It doesn't do any harm (as long as you're using *VARSIZE) to allow the
entire 32702 length on the prototype.  Maybe you'll never need it, but I
can't see how it hurts!
