www-922.ibm.com is the CGIDEV2 home page.  I wrote a
training manual for CGIDEV2 which you can find at
www.bvstools.com/erpg/.  Also, I know the yahoo groups
exist for discussion of CGIDEV2.

CGIDEV2 normally sets up your HTTP config for you (although
I find it less than ideal).

I also have the eRPG SDK which is similar to CGIDEV2 with a
few perks, including full support which you can find at
www.erpgsdk.com.  Setup for the eRPG SDK creates a fully
usable Apache config.. up and running in minutes.
