I'm kind of lost on what the _purpose_ of this is. Exactly WHY can't the output 
be:

 CITY1       T4A1A1 - T4A1A9

I mean, is this going to be used as a validation or simply as a way to match 
zip (postal) code with city? If it's validation, then you need a file of valid 
zip codes. If it simply matches range to city, then it doesn't really matter if 
T4A1A5 doesn't exist; if it's in the range T4A1A1 - T4A1A9, then it's CITY1 
regardless if it's "valid".

It feels like this is an attempt to make this file do double duty when it 
really isn't necessary.
