If the error message text is the actual text copy/pasted from the job rather 
than text you cleaned up for publication, then I suspect you've missed 
something. Both the file and library name substitutions in the message text 
show that your names are blank or null or whatever.

The library name is blank -- hence perhaps, "THE LIBRARY DOES NOT EXIST". As 
for why that'd be true on your production system...? Different service 
programs? Different PTFs? Different authorities? Different library lists? ...?

Something in the program logic is not filling the values properly.
