No you don't. You need to know how to convert a date to numeric. The compiler has built-in support for that. You do not need to do all that stuffing about with substrings.

C                       *CYMD           MOVE            theDate         
StartDate

or

C                                               EVAL    startDate = 
%int(%char(theDate:*CYMD0))

or possibly

C                                               EVAL    startDate = 
%dec(%char(theDate:*CYMD0):7:0)
