I have to strongly agree with Scott.
That kind of thinking is what will cause that shop's employer to move off
the OS/400 platform. "We can't do that with our computer, so let's replace
it with XYZ."  Believe me, its coming.  
RPG IV won't solve that problem, but if you education your staff and get the
proficient in RPG IV and new stuff, you will certainly be able to do things
that are relatively difficult or impractical to do with RPGIII.

If your shop moved to RPG IV the increase in productivity would
help them catch up on their backlog and respond to new requests
