Better?  Depends on the rest of the application, why you are using this file
at all, what other logicals are present and so on.  Perhaps I'm reading too
much into that one word 'better'?  It wouldn't surprise me.  Are there other
ways to get at that data?  You bet!

1) Read the file sequentially and compare for the records you want to
process
2) Addrout sort
3) Tagalong sort
4) OPNQRYF
5) SQL
6) Read the file into an array and use SORTA or qsort()

Just some ideas to spark discussion.  Given the limited information in hand,
I'd create a logical.  There really isn't much overhead involved in a
logical file these days (if there ever was.)
