I finally converted the RPT into ILERPG using CVTRPGSRC and it worked
fine with STRDBG.  If you ever remember what was the parameter for
enabling debug.

CRTRPTPGM
which allows you to create an expanded source member which includes
the
/COPY'd source lines in the correct places, which you can then use
with
ISDB. I'm afraid I can't remember the exact details as it is quite a

time since I used RPT.
