No you can not. In RPG IV, a format name CAN NOT be the same as a File name.
It won't compile.

How about looking at it as adding a new feature. The ability to have a file
whose format is the same name as the file.

Aren't we giving up something when we allow the record format name to equal
the file name? 
 
Isn't that just moving to the lowest common denominator? Should we be asking
that RPG give up a feature? Whether we like the feature or not is irrelevant

 
The rule of "Read files, write records" is not just an RPG thing. Besides,
who knows? Maybe in the future we'll wish we had the ability to have a mix
of record formats in a file.

I know that, with DDS, you always make the record format name different
than the file name.
I know that, with SQL, it defaults to making the record format name the
same as the file name. I further know there are tricks to renaming the
record format name. (These often involve naming the file what you want
the record format name to be and then renaming the file after the fact.)
I know that you can use a file level keyword to rename the record format
name.
However, why should we have to go through these tricks and shouldn't the
compiler just be modified to get over it?
