If you want the time of day in milliseconds, you need a larger field
than six characters.  There are 86,400 seconds in a day, or 86,400,000
milliseconds.  Now, if he can take the time in seconds and just assume
000 milliseconds, then you're okay.  Get the number of seconds (you can
do a SUBDUR, I think, or just multiply hours by 3600, minutes by 60 and
add the three values).  Stick that value in the field, and tell him to
tack three zeros on the end.
