I think that the crucial piece of information is 'Why?'  Is there a software
tool that is rejecting certain programs?  If so, what programs is it
rejecting?  Do you know precisely why the programs are being rejected?  Is
it because there is a Primary file?  Is it because they are RPG/400 and not
RPG IV?  Just some things to think about.  The general question of 'what is
a cycle program' seems simple, but it is rarely important on it's own.
