No, telnet initialization is not the right place.

Telnet initialization can be used to "allow" or "not allow" a sign-on
screen to come up.  Since the sign-on screen hasn't yet been displayed,
you can't know the user-id.  Make sense?

To stop someone from signing on, do:
      CHGUSRPRF USRPRF(xxxxx) STATUS(*DISABLED)
