  How about calling the program in all cases.  Based on the value in the 
*DTAARA, either do the processing or set on LR and return.  If you want to 
get more sophisticated, you can probably test to see if the called program 
object is allocated before calling it, but performance wise there might not 
be much difference, especially if you make any files USROPN and only open 
them if the *DTAARA tells you to.
