Here's how I did a similar thing:

      * User open of ISY2/GMNEQ01 because of Library List issues. 
      * Override the file to a library, then open it: 
     C                   Eval      Tmpxx = 
     C                             'OVRDBF FILE(GMLast) 
TOFILE(ISY2/GMLast)'
     C                   Call (E)  'QCMDEXC' 
     C                   Parm                    Tmpxx          1024 
     C                   Parm      1024          Tmp15_5          15 5
     C                   If        Not %Error
     C                   Open      GMLAST 
....

I have a file issue that I need to address.  I need to open a specific
member in a file depending on the parm that is sent to the RPGLE program.

File:  XYZFile
Member: ABC
Member: DEF
Member: GHI
Member: JKL

If the program is sent in the parm of DEF, I need to open the member DEF 
and
look at the contents.  The file is a source file.  Does anyone have any
ideas?
