I don't feel badly.  In fact I have no problem at all with the way signatures 
currently 
work.  It is a very flexible solution to a complex problem with out being 
overly complex 
in itself.  What I don't understand is the big deal some people make out of 
this.

        Write a procedure
        Is it public? Yes. Add an export
        Write a procedure
        Is it public? Yes. Add an export
        Write a procedure
        Is it public? No. Don't add an export

What's so hard about that?  New procedure after service program is in 
production? Copy 
current signature, set level to *PRV, add new export to current signature.  
Again, where 
is the difficulty?  This is all just process management.
