        My question is correct, %len can be use also as assign operator

Wrong,  It can assign a value with VARYING length fields,

C         EVAL %LEN(VARYING_FLD) = 5

A couple of other string handling BIF's like %SUBST, %REPLACE I think can
also be assigned(on the left side of = sign).
