Two Ideas

1) Do you have Messenger Plus ?  You could setup monitoring for this
activity here and have it track if a user has been on over a certain
amount of time.  This may or may not work for you depending how
stringent your reporting requirements are.  

2) Can you use the Job accounting features of OS400 to log when this
application is run ?  I have not worked with it that much but that is
part of what it was designed for.
