Your own requirements are the only reason to favor one CMS package over 
another.  The archives of midrange-l contain many discussions on the topic, 
many recent.  I favor TurnOver because I'm most familiar with it and find the 
"programmer worklist" to be quite intuitive, but Aldon and Implementer were 
equally valid the last time I worked with them.  Never even _heard_ of 
Thenon, do they have references?  The only _POOR_ CMS I've seen is IBM's 
Application Development Manager...
