Not really - the RPG DIM value acts as a "sanity check" and will reject any
attempt to access elements outside its range.  I am happy to manage the memory,
the only reason I want to be able to set the %Elem value is so that I can use
LOOKUP and SORTA on the number of elements that exist.  Currently I use qsort
and bsearch which do a great job but are overkill for simple cases.
