     Matter of interest, what do the various sign digits represent?

Not necessarily. If it's not F it's usually D which is indeed negative. 
Generally you are unlikely to encounter sign digits other than these unless 
the file originated on another system. However, hex digits A, C, E and F are 
all treated as positive signs. Only B and D are negative.
