You can reposition in CL: look at POSDBF and OPNQRYF.  However, once you
reach end-of-file you cannot read any more records from the file.  If I may
include an editorial opinion, such an application is best left to an HLL
like RPG.  CL is not really meant to handle database file I/O.  It is much
more work than it is worth.
