Put QCMDEXEC in single quotes like this:
CALL          'QCMDEXEC'

And put this file QTEMP in your F specs.  

Curious, why would you call a file QTEMP, that is the name of the
temporary library assigned to each job.  If you are reading a file in
QTEMP  then you need to READ   WORKFILE    90.  If QTEMP is not in your
library list  then you can OVRDBF WORKFILE QTEMP/WORKFILE in your CL
pgm.

        based on an earlier email, i'm pretty sure that
        they're not defined in fspec. so what does the error
        mean?
