With CALLB you need a CALLB (D) to pass the descriptors.  This allows the
called program to determine the attributes of some types of parameters.

The CRTSQLRPGI command is one step behind the real RPG commands.  It
has never been as functional.  There are other options that are missing,
ALWNULL is one.  This is nothing new.
