As an alternative, you could try ripping the DVD to get the actual video files, assuming that you really just want to view the content.  If you wanted to play the video from actual DVD media you could reburn it.  Handbrake is a popular utility for doing this.

As John Y has noted the PC can have its region reset a number of times but you can't keep flip-flopping.

European-encoded DVDs play just fine on NTSC TVs - the NTSC vs PAL encoding takes place in the device and is not hard-coded into the DVD image itself.  Check the make and model of your DVD player - many can be switched to region-free and the instructions for doing so for many models can be found on the web. It usually involves things like powering on while holding the eject button and then hitting some combination of keys.  Failing that just go to Amazon and look for a cheap region-free DVD player if this is likely to be more than just a one-time thing.
