Of course everyone has an opinion.  Some good some not so good.  Some within 
your level of acceptance some not.  

My opinion is you have tried to find the answer with no avail.  You have spent 
a lot of time on this.  Your time is worth something.  Now it's time to call 
Microsoft and pay $35 to get it resolved.  Just make sure you have a retail key 
for the operating system (even if it comes from a different PC).  They will 
either solve the problem or not charge you.  I'm guessing they will guide you 
to a download to re-install that version of IE.
