I don't believe you can imbed
CL: mycommand;
within a create procedure
Put your command into CALL QCMDEXC as per
https://www.ibm.com/support/pages/node/1136806

I had a CL command directly following a Fetch statement in the procedure :
fetch etc, ;
cl: DSPFD etc ;

The message highlights the cl in red and says the keyword isn't allowed.

Without seeing your SQL Script it is hard to recommend something!
1. How do you call your CL command? By using the QCMDEXC stored
procedure?
2. Did you check the naming convention you use? May be before you used
System Naming, where the library list is searched and Library and Object
can
be separated by a / and now you are using SQL naming conventions (where
only
a current schema is searched for unqualified specified files and a path
for
sql routines and Library and Object must be separated by a period.
