IMHO as long as you have a mixed environment, i.e. OPM Programs calling ILE
Programs or ILE Procedures calling OPM Programs you should stay on OVRSCOPE
*JOB or even better *CALLLVL) .
CALLLVL - Documentation: The scope of the override is determined by the
current call level. All open operations done at a call level that is the
same as or higher than the current call level are influenced by this
override.

Once you have converted everything and a (really) good activation group
design (not just QILE or QILETS) then you can go through and decide whether
you want to switch to activation group or not.
I even could imagine, that Overrides will no longer be necessary after
having everything converted into ILE.

Folks,

We're primarily supporting an OPM environment; not much usage of overrides
within CL's and not much (programmer) awareness of scoping. Anything we
write now is ILE but that's a slow-growth area.

I was contemplating changing the OVRSCOPE default to *JOB from *ACTGRPDFN.
Has anyone done this and later regretted it?
