Not sure I understand your question...

I think you are asking if RECA has RRN 100 and RECB has RRN 110...
After a re-org, would RECA still have a lower number RRN than RECB.

I don't believe that's explicitly answered anywhere...

But I suspect that
- yes, the order could change
- depends on implementation details
