Indeed there is a problem with it. It's missing!

We updated and rebooted two LPARs over the weekend. SSHD was working
on both before the update, and only one after the update. The one that
was still working had the expected config file, identical to the
config file on a 3rd system that was not updated. I would not have
expected the config file to go away at all, and especially not on just
one of the two updated systems.

Anyway, we'll get it sorted tomorrow.

Thanks to Rob W for the detailed instructions and explanation. Patrik
was kind of pointing in this direction as well, but in typical Unix
fashion, left much of it up to the reader to figure out. ;)
