Just googled for "ibm i navigator average cpu" and one hit was this one -

It says the Collection Services data is kept around 24 hours, but this article talks about Historical Data, which you can get from 7.3 on up - then probably Navigator, as Jim says, has ways to display it.

I think the Performance graphs on Navigator will expand out to as long as the collections are on the system. You just need to play with it a bit.
