As importantly when loading the groups, quite a few PTFs were undoubtedly marked permanent and prep for the installation was done to speed up the IPL.

I don’t think avoiding the IPL is a safe or worthwhile action. Loading groups prior to applying them merely sets a system administrator land-mine to step on and now your foot is firmly planted on it. In the future load and apply at the same time from an image catalog and option 8 on the PTF menu.

That avoids the IPL landmine you’re standing on now.
