I know TAATOOLs has a command:
Copy Source Files to IFS - TAA (CPYSRCFIFS)
(i had a problem with it if the source file was CCSID(65535)

i created a PDM option:
CPYTOSTMF FROMMBR('/qsys.lib/&l.lib/&f.file/&n.mbr')
TOSTMF('/path/to/source/&l/&f/&n.&t')
STMFOPT(*REPLACE) ENDLINFMT(*CRLF) STMFCODPAG(*PCASCII)

(i had a problems with both if the source file was CCSID(65535)

Message ID . . . . . . : CPDA08C Severity . . . . . . . : 40
Message . . . . : Database file CCSID is 65535.
Cause . . . . . : The CCSID (Coded Character Set Identifier) of database file /qsys.lib/mylib.lib/mySRC.file/firstmbr.mbr is 65535, which is not a valid value for successful completion of this command.
Recovery . . . : Specify another database file with a CCSID other than 65535, then submit the command again.
