You could also check WRKFCNUSG. Check both for QIBM_NAV* and QIBM_QINAV*.

Thanks Rob! That was the ticket. I added an *ALLOWED entry for our system admin group profile and now the login is working.
I added entries for:
- QIBM_NAV_SERVICEABILITY
- QIBM_NAV_ALL_FUNCTION
- QIBM_QINAV_WEB_FUNCTIONS
- QIBM_QINAV_WEB_INTERFACE
and
- QIBM_QINAV_WEB_CONFIGURE

I'm not sure if they were all needed, but I figure that I really don't want to limit our System Administrators function usage.
