You may try to use the QCMDEXC stored procedure and build the CL-Command
dynamically.
Something like this:
CALL QCMDEXC(' CALL PGM(YOURLIB/YOURRPGPGM) PARM(''' concat Lib.VARIABLE
concat ''') ');
