After V7R5 upgrade, existing sftp get files written as ccsid 1208, where in
prior release v7r3 was 819. Partner has not changed their files, so must be
a setting or new default in 7.4 or 7.5. If in memo to users i missed it.

Is there a global setting i can change without having to update many
programs (most written 2 decades ago) . They are failing to open the
imported files.
I did a chgatr to set 819 ccsid on a single import file and existing
process works.
