The problem was indeed due to the decimal format being set to a comma.

Which makes sense, since RUNSQLSTM in this case is using a comma as a delimiter for the values and also to specify the decimal point. Thus when it finds VALUES(1,'John Smith') it interprets the , as a decimal point and expects the next field to be a number.

Specifying RUNSQLSTM DECMPT(*PERIOD) fixes the problem.
