415 usually means "bad peer". They are probably using an older cipher or
TLS version than V7R5 is set up for.

It can also happen if you're using the wrong port, but since it happened
under a new OS, I'd check ciphers and what TLS versions you have enabled,
and what they are using.

Any suggestions before opening a ticket with IBM?
