IMHO the best way is to convert the character columns (in your tables or physical files) from EBCDIC to either UTF-8 or UCS-2 or UTF-16.
... not a small project because you also have to modify (but at least recompile) your programs.

We are on V7R3 currently (upgrading to 7.5 this month). Our system CCSID is 37. We are starting to get requests to allow accented characters like è in the database. What would we need to do to allow this?
