With the a recent HTTP PTF Group, the Heritage Nav is not longer
configured within the Admin2 server. There are other interfaces that run
under the Admin2 server, to allow these to work correctly and since all
support has expired for Heritage Nav, the nav application has been removed
from the admin2 server startup configuration files.
