They fixed the PTF cover letter to make it visible now.

While some may feel that it's generally best to do a save before PTF
installation apparently it's HIGHLY recommended before applying this PTF.
This makes it sound like damage has occurred out in the wild. From the
cover letter:
PLEASE SAVE DOMAIN NAME SERVER DATA UNDER
/QIBM/USERDATA/OS400/DNS AS A BACKUP BEFORE APPLYING THE PTF.
On the flip side, I'm glad to see IBM finally updating the BIND version
with PTF's and not just trying to patch the CVE's away. Patching may have
been effective but was useless in trying to explain why we were still using
an old bind version to security scanners, INCLUDING IBM!
