I guess I don't see an inconsistency - leading zeroes are often not shown on displays in things we write here, and edit codes tend to behave that way. So it makes sense to suppress leading zeroes for displays. The RTVSYSVAL (and RTVJOBA and other similar commands) seem to use CHAR for things that are numeric, hence, would have the leading zeroes.
