Servers and clients are completely separate. As is the case for FTP.

The only way to turn off the client would be to revoke access to the FTP
command. That however wouldn't stop other FTP clients such as Scott's FTP
API. (Which you really should be using anyway).

I suspect you haven't "turned off email" necessarily either. It's possible
to have email being sent without going through the IBM provided
STMP services. Though probably not that likely.

Your best option would be a firewall between the test system and the rest
of the network with very limited access. Given that it's a partition, that
may be easier or harder to do. And it's been a while since I was involved
in the hardware/networking side.

This may sound like a silly question...then again it may not. We have a
partition that we have spun up for the sole purpose of testing an upgrade
to our ERP package. One of the things that we are testing as part of this
is all of our batch jobs that run through the Advanced Job Scheduler.
Since we don't want to have this partition sending things out as if it was
our production system, we are ending certain things on this system, such as
email and FTP. I've used the new version of Navigator to specifically end
the FTP server, and I can verify that there are no server jobs running and
that I can't FTP TO this partition. Only problem is, I still seem to be
able to FTP FROM this partition. I've not tried to actually send a file
out with the FTP server down, but I can for sure still connect to one of
our other partitions and query the contents of a directory on that
partition.

Is there something additional that I have to do to make it so that I can't
FTP into OR out of this partition? I was thinking that ending the FTP
server did both, but apparently not. I'd appreciate any and all input you
may have on this. Thanks!
