TCP/IP is up and configured properly and I am able to confirm via netstat that the service is listening on 161/udp on all interfaces, but I still cannot snmpwalk the machine from my NMS.
Which SNMP version do you try from your NMS?
For me (V4R5), snmpwalk on Linux works, but I must use SNMPv1 requests. v2c doesn't work.
I also configured a public community as you described for testing, this similarly did not work.
Now this is really odd.
I thought that maybe the case of the community was getting altered so I tried both in all uppercase as well, but that was not the problem.
Well done!
I assert, the problem is not within OS/400 but probably within your NMS.
