I had my experiences with IBM Germany in 2008, at one point plainly refusing to help in any way with my first AS/400, a model 400 I got for free from a company.
I don't know if that guy wanted to make my life a misery, or obstinately adhered to "the process". He refused to get me license keys eventhough the former owner provided a written statement that the machine is now mine — which I've sent him before. Can't remember the reason. And, he refused to get me V4R4 install media because this was out of service. He offered that I could get a supported OS release's license for 1000's of € a year, ignoring the fact that this wouldn't help with a Model 400.
I was on my own.
In hindsight, one might assert that they wasted my time as much as I wasted theirs. In a way, the situation seems to be "No answers told but also no questions asked." I guess IBM doesn't really care as long as they don't need to move a finger, and you don't make money from this condition without giving them the tithe, or so.
Don't get me started about the System Password thing…
